Urban planning practices
To obtain authorization for the execution of ordinary and extraordinary maintenance works, conservative renovation, building restructuring, and new construction, it is necessary to submit the following practices to the relevant Municipality :
"CILA" (Certified Communication of Commencement of Works): To initiate extraordinary maintenance works that do not require interventions on the load-bearing structure, such as internal renovations to change space distribution or bathroom remodeling.
"SCIA" (Certified Notification of Commencement of Activity): For activities involving the start, modification, or cessation of productive activities (artisanal, commercial, industrial), without waiting for preliminary checks and controls by competent authorities. The "SCIA" also covers extraordinary maintenance works that require interventions on the load-bearing structure, restoration and conservative restoration works, as well as minor building renovations.
"Building Permit" (Permesso di Costruire): is required for new constructions and urbanistic and building renovations that involve changes to a structure's form, volume, shape, facades, or surface area.
"SCIA VVFF e Prevenzione Incendi" (Certified Notification to Fire Brigade and Fire Prevention): For activities subject to Fire Brigade control according to Annex I of the DPR of August 1, 2011, to request fire prevention checks before starting the activity
"Occupation of Public Land": To temporarily use public or private spaces necessary for carrying out works, moving, or maintenance operations
Cadastral procedures
Cadastral procedures often occur as a consequence of building renovation or new construction projects, or due to subdivision or merging of real estate properties or land.
"Variation DOCFA" refers to a change or modification made in the DOCFA (Documento Catastale Fabbricati) document, which is a cadastral document used in Italy to record information about buildings and real estate properties. This variation typically involves updating the information contained within the DOCFA document, such as changes in property ownership, building modifications, or any other relevant updates to the cadastral data.
The procedure includes:
Analysis of the situation recorded in the N.C.E.U. (Cadastral Building Register).
Survey of the new situation.
Drafting of the new cadastral plan of the property.
Preparation of the DOCFA model.
Submission of the application.
Cadastral registration for new construction:
After the completion of a new building, it is necessary to register the property in the New Urban Building Cadastre (N.C.E.U.).
The procedure includes:
Survey of the building.
Preparation of cadastral maps and drafting of new floor plans.
Preparation of DOCFA models.
Assignment of cadastral income.
Subdivision:
In cases of subdivision among owners of a property or land, it is necessary to proceed with the subdivision of the property into various sections not present in the previous map of the property, land, or building in question.
Cadastral transfer:
Cadastral transfer is necessary for updating cadastral records related to the property in case of a change of ownership.
Cadastral extracts
Cadastral cards contain technical information related to a building or land, recorded in the Cadastre's archive.
Cadastral Plan - allows verification of the property map deposited in the Cadastre's archive.
Cadastral Plant Layout - a scale map of the property with the internal division of various rooms, first deposited with the Cadastre (cadastral registration). It is the original plan of the property.
Planimetric Drawing - a map of the building highlighting the drawing of the entire structure, registered in the Cadastre's archive.
Cadastral Map Extract - a portion of a scale map of the territory depicting the outline of the land and buildings in a specific area.
Property Report - an identification document issued by the Cadastre containing all the main data related to it (urban section, parcel, subunit, address, cadastral category, income, and owner's name).
Historical Property Report - a document containing all information regarding the owners and how they have succeeded each other since the beginning of the property.
List of Properties - a list containing all cadastral information of the properties in an entire building, recorded in the Cadastre's archive.
